Health, Safety & Environment : Overview 

This online guide outlines the general safety specifications and requirements that must be adhered to while making use of any facilities in all the MSE laboratories.
In addition to these specifications, users must also obey the Equipment Specific requirements that are available in each laboratory.

Policy

Nanyang Technological University (NTU) in recognizing its corporate responsibility commits to take all reasonably practicable means to provide a safe and healthy environment to all staff, partners, students and visitors. NTU further commits to strive for progress with consideration to environmental sustainability.

HSE Responsibilities and Accountabilities

A safe and healthy environment at NTU is a shared responsibility of all staff, students, partners and visitors to the University. HSE responsibility is a line function and shall be internalized in operation within each college, school and division. Line function begins with managers and supervisors at all levels and progress upwards through the management. The responsibilities are listed below:

Overall Responsibility

The President of NTU has the overall responsibility for the health and safety of the personnel in the campus and shall ensure the effective implementation of the Health, Safety and Environment (HSE) Management System through the University HSE Steering Committee. The President shall delegate the day-to-day implementation of the HSE Management System to the Deans, Chairs, Directors and Heads of Departments.

University HSE Steering Committee

The University HSE Steering Committee has the responsibility to develop and recommend university-wide HSE policies, regulations and programmes. This Committee is also responsible to ensure effective implementation across the University and to monitor the University’s performance in HSE.

Managerial Staff

Deans, Chairs and Heads of Departments who are NTU’s senior management shall provide HSE leadership and uphold NTU HSE Policy and Objectives. They shall ensure that individual in their schools and departments have well defined duties and responsibilities, accorded the proper authority and resources to implement NTU HSE Policy through appropriate operating procedures and programmes in their schools and department.

Supervisory Staff

Supervisors have the duty and responsibility of ensuring the occupational health and safety of persons under their supervision (staff, students and contractors). They shall ensure that proper risk assessment is carried out and that practical measures are in place to control the risks. It also includes the implementation of NTU HSE policy, objectives, operating procedures, proper maintenance of equipment and facilities, and effective communication (including training and supervision) of all parties.

Office of Health & Safety (OHS)

It is the responsibilities of OHS to advise and assist the President via the University HSE Steering Committee in ensuring NTU is in compliance with the legislative requirements by setting up effective HSE management system and ensuring continual improvements. In addition, OHS will work closely with all departments and tenants on specific HSE matters and the development and implementation of the management system. OHS shall also be the liaising party with the authorities on HSE matters.

School HSE Staff

The School’s HSE personnel are directly involved in the establishment and implementation of the School’s safety management system with due consultation and advice from OHS. The school’s SMS shall aligned to meet NTU HSE policy, objectives and programmes that are implemented from time to time. The HSE staff shall be the key stakeholders in the School’s HSE Committee to drive the safety programmes, disseminate HSE information, carry out enforcement on HSE rules, etc.

Employee and Student Responsibilities

It is the responsibilities of all faculty, staff and students to cooperate with NTU management in adhering to HSE instructions, especially in following safe operating procedures and training, for their own safety and health and that of your colleagues or fellow students. Unsafe conditions, equipment or practices should be reported to supervisors for remedial actions. Technical staff in-charge of laboratory shall exercise due diligence to ensure all other lab users or contractors conform to applicable safety rules and requirements when working in their laboratory.
