 1) The Research & Development (R&D) Open Call and Challenge Call from the Agri-Food & Veterinary Authority (AVA)

1. The Research & Development (R&D) Open Call and Challenge Call from the Agri-Food & Veterinary Authority (AVA) is open for application.
2. Open Call and Challenge Calls
The objective of the grant calls is to support R&D or pilot trials in food farming technology with direct practical industry application, so as to maximize local farm productivity to ensure food resilience. The project proposals may come from farms, tertiary institutions and research institutions.

3. Focus Areas
For the Open Call, projects must apply to 3 key food items: eggs, fish and leafy vegetables.
For the Challenge Call, projects must apply to poultry and fish. The requirements are:

Poultry
To develop a cost effective technology to manage poultry waste and produce good quality and disease-free composts for vegetable farming and/or biogas production

Fish
To achieve consistent fry production for commonly farmed species. The species identifies are common and affordable food fish species such as trevally, pompano, tilapias, snappers & mullet. The proposed hatchery system must demonstrate production capbility of at least 4 million fry per hectare per annum.

4. AVA’s Fund will co-fund 70% of the qualifying costs of the project subject to a cap of $2 million, whichever is lower. Applicants are required to furnish details regarding the following for the research proposals: project description, potential/ability to meet Challenge Call (only applicable for Challenge Call), potential impact on local food supply, project outcome, project milestones, commercialisation plan and farm producivity goals, as well as submit accompanying documents requested by AVA in Annex A.
5. Interested applicants are requested to take note of the following:

a. NTU’s EOM guidelines are attached for applicants’ compliance;
b. Applicants are requested to be familiar with AVA’s guidelines (see attachments). Details are available on AVA’s website too: http://www.ava.gov.sg/foodfund.htm;
c. Administrative checking is done by applicants and respective School Administrators. A checklist will be disseminated to your School Administrators for this purpose;
d. The signed checklist (hardcopy), the soft copy and hard copy of the research proposals are to be submitted by School Administrators to RSO by 24 Oct 11. Interested applicants are requested to check with their School Administrators regarding the Schools’ deadline for administrative checks;

Frequently Asked Questions (FAQ) list distributed by AVA at their briefing held on 29 Aug 11 is attached.
From the briefing by AVA, AVA shared that the projects need to be applicable/implemented in a farm. AVA mentioned that they would not like to have proposals that are just “academic”. While AVA’s official answer is that an industrial partner is not compulsory, RSO strongly suggest for all PIs to work closely with an industrial partner to put forth a proposal that is more application based. For PIs who may need AVA’s help to link up with an industrial partner, you may consider sending your request to Ms. Tan Ling Ling at AVA_Funds_Enquiries@ava.gov.sg while pursuing your own leads.

Further, having an industrial partner may help the PIs address the 30% co-funding requirement. AVA would like the industrial partner to contribute cash towards the project. While AVA has said at the briefing that in-kind contribution may be put forth by the PI for consideration as part of the 30% funds, it is on a case-by-case basis only. Hence the ideal situation would be for an industrial partner to be on board and contribute towards the project.

AVA has informed that the faculty can contact them for the link up to the farms for possible areas of collaboration. Alternatively, you may wish to contact the following farms specifically for the Challenge Calls.

2) Public Sector Research Funding (PSF)

1. A*STAR's Science and Engineering Research Council (SERC) is refocusing its Public Sector Funding (PSF) for support of science and technology.
 
2. In the 2012 round (proposals due 15 July 2012), PSF will explicitly seek proposals that focus on upstream research with particular attention focused upon novelty and exploration of new concepts - rather than application of existing approaches to new technologies or development of systems. 
 
3. In addition, SERC PSF strongly encourages proposals in areas that are complementary to, but not duplicative of capabilities within the SERC Research Institutes (http://goo.gl/bw1v9).  Examples of complementary areas include mathematics, earth sciences, and statistics.  A more complete guideline together with revised proposal templates will be on the iGrant system by 15 March 2012.
 
4. As all PI require a thorough preparation to have a strong chance at securing such competitive research funding, they are advised to submit an early Indication of Interest (IOI) to their school and RSO by 15 Feb. By doing this, the school academic leadership as well as the college academic leadership could help the PI in strategising their proposals and make it as competitive as possible.
 
5. We also strongly encourage the School Chair/ACR to meet up with PI who are interested in this Grant Call and provide feedback on their proposals.

A*STAR SERC is pleased to announce that the Public Sector Research Funding (PSF) Grant call for 2012 is now open for submissions through the on-line iGrants system (https://igrants.a-star.edu.sg/login.aspx).

Scope
 
The Science and Engineering Research Council (SERC) 2012 Public Sector Research Funding (PSF) Grant Call seeks proposals in areas of :
 
(1) Upstream research and/or
 
(2) Exploring novel concepts (rather than application of existing approaches to new technologies or development of systems).
 
Only proposals that can contribute to SERC's broad areas of interests will be considered. SERC's areas of interest can be found by reference to the websites of the individual SERC Research Institutes. These areas include (but are not limited to) those listed in Document A “Supported Fields”.
 
Eligibility
 
This grant call will be open to all researchers from publicly funded local universities, polytechnics, non-defence-related public sector agencies and other organs of state. A*STAR Research Institute and private company staff may only be involved as collaborators (without funding).
 
Under this funding scheme, SERC will typically support projects with total project value (excluding in-kind contributions, cost of existing equipment, manpower as well as building cost) of less than S$1M. Projects with proposed 3-year budgets smaller or equal to S$0.4M (Category A) will be considered separately from those with proposed 3-year budgets greater than S$0.4M (Category B). Category A and B grants will be reviewed separately.

The initial period of support for each project will be for three years. At 30 months into the PSF Grant, the PI will be given an opportunity to apply for a 2-year extension. The 2-year extension may be considered upon the recommendation of at least one SERC RI.

Proposals should not be substantially similar to proposals submitted to any other funding agency, including but not limited to the Biomedical Research Council (BMRC), Ministry of Education (MOE) and National Research Foundation (NRF).

In the event that there is a commitment to cost-share either by the employing organisation, industry or a participating sponsor, documentary evidence of such prior commitment/s must accompany the submission.

A proposal may be withdrawn at any time before a final decision by SERC is made. Written notification of the withdrawal by the principal investigator and the employing organisation must be forwarded to SERC.

(2) Saving Lives at Birth – Round 2
A Grand Challenge for Development has launched its second call for innovative prevention and treatment approaches for pregnant women and newborns in poor, hard-to-reach communities around the world.
 
In this round, the Saving Lives at Birth partners will fund transformative approaches that cut across three main domains:
- science & technology – technology that prevent, detect or treat in the home, community or peripheral health facilities
- service delivery – new approach to provide high quality labour and delivery services, and pre- and postnatal care
- demand-side innovation- reduce barriers to accessing and receiving evidence –based care
 
Funding Quantum:
This is the second call of funding with four calls  in total. Seeds grant (valued up to USD$250,000, up to 2 years) and transition grants (valued up to USD$2million, up to 4 years). Expected to support 25 seed funds and 5 transition grants.
 
Seed fund is to support the development and validation of ideas of impacting health outcomes for pregnant women and their babies in low-resource settings.
 
Transition fund is to develop, refine and rigorously test the impact of integrated solutions that have previous measured promising health outcomes in a controlled or limited setting and have the potential to scale to improve lives of millions of pregnant women and newborns in multiple countries. Limited to integrated solutions that unite technology, service delivery and demand.

4) MOE Academic Research Fund (AcRF) Tier 2 July 2012 Grant Call

1. The MOE Academic Research Fund (AcRF) Tier 2 July 2012 Grant Call is now open.  The AcRF Tier 2 funds research projects on a competitive basis across the Singapore-based universities.  The MOE Tier 2 grant scheme is the premium investigator-led for academic research. You are urged to prepare early for this highly competitive grant.

2. In the RIE 2015 plan, the funding for the MOE Tier 2 has been increased by 67%.  Therefore, this is a good opportunity for NTU faculty to secure funding for their academic research. 

3. Each grant proposal submitted should have a total project value (TPV) between $500,000 and $1 million over a three - year duration. Exception to the above TPV for projects are applied to projects under the Accountancy, Business, Humanities and Social Sciences discipline cluster (EP4) and the Pure Mathematics and Statistics  projects.

  • Projects under Accountancy, Business, Humanities and Social Sciences with TPV of $150,000 and above are eligible for funding under AcRF Tier 2.
  • Pure Mathematics and Statistics projects under the Informatics and Mathematics discipline cluster (EP2) with TPV of S$250,000 and above are also eligible for funding under AcRF Tier 2.

4. NTU has successfully secured 18 Tier 2 awards in the July 2011 grant call.  This is the highest number of Tier 2 awards obtained by NTU in a single Tier 2 grant call in recent years. It is also the highest number of Tier 2 awards secured by a university in Singapore for the July 2011 grant call.  We need to keep up this fantastic record.

5. Interested applicants are requested to submit the full proposals to RSO through your School/College for review by the NTU Research Council (NTURC) by 16 May 2012 (Wednesday).  

6. To facilitate the review and short listing of proposals by the NTU Research Council, please use the (attached) hardcopy application form and guidelines for the submission of your full proposal.  Please refer to the attached budgetary guidelines in formulating your proposal.

 5) NOL Fellowship Programme: 2012 Call

The 2012 NOL Fellowship Programme Call for Applications is now open. The NOL Fellowship is an initiative by the Neptune Orient Lines (NOL) Ltd and NUS. The aim is to develop a first-rate research programme on transportation and logistics issues. The Fellowship supports research initiatives from NUS, NTU and SMU, collaborative efforts between them, and with leading universities abroad. The Programme is administered at NUS.

1. Proposals are invited for, but not limited to the following research themes:

  • Logistics Information Technology
  • Logistics Infrastructure and Systems
  • Supply Chain Management
  • Air Pollution, Water Pollution and Energy Efficiency Management

Please refer to the attached document for an outline of these areas.

2. Interested applicants are requested to familiarise themselves with the guidelines of the NOL fellowship Programme and the following terms:
a.As a guide, funding support for research projects may be up to S$400,000, but excellent projects which require more funding may be considered
b.Duration of projects should not exceed 2 years
c. NOL’s special requirements for major equipment that constitutes > 50% of the total value requested and/or a single piece of equipment that costs > $100,000

3. NOL has advised that shortlisted applicants will be invited to present their proposal to the NOLF Governing Board sometime in Sep 2012. Successful applicants will be notified by Oct/Nov 2012.

4. RSO is planning for a Discussion Forum for interested applicants and to “match-make” collaborators with complementary expertise. We will inform all shortly when logistics details are finalized.

5. To facilitate the internal process, all interested applicants are invited to indicate their interest to RSO by 20 April 2012 through their respective School Administrators. The school management is strongly encouraged to play a proactive role in identifying potential PIs and help them to prepare for this grant call.

6) National Research Foundation (NRF’s) Competitive Research Programme (CRP) Jun 2012 Grant Call

1. The National Research Foundation (NRF’s) Competitive Research Programme (CRP) is a high level aimed at research breakthrough that will yield new industries for Singapore. The funding quantum for CRPs are in the range of S$5 million to S$10 million per programme, over three to five years. The aim of the CRP is to build up research capacity and capability in Singapore, as well as identify potential strategic research areas in which Singapore can invest to develop new industries for the future.
 
2. RSO understands that the next CRP grant call is scheduled for launch on 1 Jun 2012 with a Generic theme and a specific research area (for example energy issues like the grant call in Dec 2011).
 
3. One of the key criteria for evaluation/award is a good team. As assembling a high competency team takes time, all applicants for the upcoming CRP grant call in Jun 2012 need to initiate preparation for the research idea and the team now. Multi-disciplinary research ideas and teams are highly encouraged as such proposals offer to the reviewers a multi-faceted effort and perspective in addressing the relevant research problem.
 
4. To assist all aspiring applicants in preparing for the CRP grant call in Jun 2012, RSO will be holding a Discussion Forum on 17 April, 3:00pm to 4:00pm at LT 15  to highlight the key pointers in preparing for a robust CRP White Paper submission. All faculty are invited to attend and confirm their attendance with their School Administrators by 9 Apr 2012.

7) Singapore-China Joint Research Programme :  9th Call

Introduction
The Singapore-China Joint Research Programme (JRP) was signed in 1998 to stimulate cooperative research as well as to advance science and technology in both countries.
As part of this agreement, the Agency for Science, Technology and Research, Biomedical Research Council (A*STAR BMRC) and the Ministry of Science and Technology (MOST), People’s Republic of China held a joint scientific symposium on 13-14 March 2012 in the area of “Cancer Sciences”. It was shared at the symposium that a Joint Grant Call would be launched in April 2012.
A*STAR BMRC and MOST are pleased to announce the launch of the 9th Call for Proposals under the Singapore – China JRP in the area of “Cancer Sciences”.

Scope
This Call aims to support proposals that translate basic Cancer Sciences knowledge to better understanding of the causes, mechanisms, diagnosis, treatment and/or prevention of Cancer.
The proposals would be assessed based on:

  • Significance
  • Innovation
  • Scientific Quality and Approach
  • Synergistic Partnership and Track Record of Team
  • Scientific environment

All proposals would be internationally peer-reviewed.
This grant call will give preference to projects involving one or more of the following aspects:

  • Innovative approaches
  • Bench to Bedside and Bedside to Bench Translational Research
  • Multidisciplinary science and multi-institutional
  • Ability to demonstrate sustainability of the project beyond funding period
  • Research in areas that are relatively under-funded or unexplored
  • Mix of experienced and young scientists
  • Ability to attract additional sources of funding

What this grant call will not fund:

  • Solely clinical studies (e.g. Intervention studies, clinical trials, health care delivery research, particular medical interventions)
  • Cancer health related and educational campaigns (E.g. Increasing cancer awareness amongst people)
  • Screening (or similar) programmes or services / Health checks
  • Programmes to implement new policies
  • Activities / research that is solely based on data collection and investigating trends in cancers (unless this is part of the research project that includes laboratory or clinical research conducted)
  • Projects leading to duplication of resources, or developing resources which do not meet a need

Eligibility and funding
This Call for Proposals is open to Singapore public sector research organisations, including A*STAR RIs. For every proposal submitted, there should be 2 Principal Investigators (one Singapore-based, and one China-based). The China-based PI must concurrently submit the joint proposal to China’s MOST
A total funding of S$3.0M, comprising equal contributions from A*STAR and MOST has been established for this joint grant call. For each successful proposal, A*STAR would fund up to $300K for the Singapore grantee, over 3 years.

Grant applications must be made through A*STAR and MOST. Singapore-based researchers should apply to A*STAR and China-based researchers should separately apply to MOST.

Deadline
Proposals are to be submitted online via iGrants by 18 May 2012 (5pm) :
 
A*Star only accepts proposals that have been fully endorsed by SERC before the submission deadline.  Please note that we only accept submissions through iGrants. Incomplete submissions or submissions that fail to obtain all endorsements by the grant call deadline will not be entertained.
 
School administrators and PI should perform the administration checks before submitting to RSO. 
 
Further queries may be forwarded through respective school administrators to RSO-ASTAR mailbox.
